With the Operating Platform Transition (OPT) now live, NASCO and Blue Cross and Blue Shield of Vermont (BCBSVT) continue to collaborate on staffing solutions to equip the plan for continued success.
Cynthia Kramer and Jill Waggoner provide staff augmentation support for Vermont’s Project Management Office.
Cynthia Kramer was sourced as the Vermont Project Manager role for the PMR 18.2-19.2 integration project.

During the OPT, Jill was a NASCO Testing Project Manager.
“Jill effectively managed UAT defects for Wave 3 and led the closure/reduction of open Critical/High UAT defects from 90+ to 20 over the first three months of 2019.” – Mark Harris, Director, Project Management Office & VT OPT Program Manager
Earlier this year, Jill began the role of the Vermont Project Manager for the implementation of NASCO’s Navigator product. Additionally, in May, Jill started working as the Vermont Project Manager for the value-based care (VBC) initiative, which is part of phase two of the OPT projects.
